last I checked the id makes you a zoner not the IFF the iff is a friend or foe instrument ever seen a nomad with a liberty Iff it can happen if you don't dock and kill the right enemy and in no way is it false flaging
so with your logic then that makes that nomad a liberty navy then and btw bought the ticket rode the boat and have the tee shirt only thing I did was mistaken to dock and it reset everything

maybe so but for only a official can make declarations on unofficial and official PoBs alike, while the unofficial is left holding a bag of crud with no recourse seems a bit one sided. tho this is knee jerking at it finest

That one not abount bountying,but about pob=ship. Previously nowhere wasnt said you couldnt siege bases by zoners or freelancers just at will. That just wasnt problem, because there werent much organised FL id groups interested in sieging. But that needed clarification too. Now left only bounty loop.
Meh its actually kind of ironic as the Freelancer ID usually seems the most restricted, but really was always set up to make your own engagement rights against other ships. Meaning a well role played and forum present Freelancer or Bounty Hunter can get a lot of action in and a lot of freedom to choose who they engage. Its sort of a rare thing though these days. I dont see it as cheap though, I think if a player sets out to use those IDs like that and does it properly (technically opening the bounty to others while its current), then that is a skilled use of the role/ID. More people should do it probably.
But I do agree that for generics it does open a loophole, and frankly FLs shouldnt be able to go on the offensive by placing a bounty on a base and then collecting themselves, which basically means no bounty gets paid out, since you cant really pay yourself. As long as a non generic with sufficient rp cause wants to foot the bill, that seems reasonable, as the FLs may be the only combatants or other non generics might be included as well. So it wouldnt be FL's going in on their own accord.

Well unofficials can still siege a base themselves, but if they cant post a blanket bounty then it makes sense they cant post a bounty on a base for an entire FL organization. As far as I understand, this also doesnt prohibit good old fashioned hiring of FL's on the spot by attackers/defenders to join either side, but in that case they are joining in with already involved forces, not fighting on a factions behalf.
What if I built a BAF ID'd pob in Bretonia but refused to pay the Bretonia Gov base fees?
My understanding is that BAF wouldn't be able to remove my base As that would involve them shooting their own ID

But lawfuls can shoot their own ID in situation when such lawful is breaking the laws under the "Can attack ships which are in violation of Bretonia laws" ID clause. Ships of their own ID do not have any special protection from it, just like POBs of their own IFF.
There have been many cases where it's been justified for an ID to shoot it's self. The ID line about violation of laws as pointed out above overrides any unwritten rule about an ID not being able to shoot itself.
