As per our brief discussion, I am suggesting that we use a modified version of the Biodomes present on most of the Freeports. Although they seem to be simple structures, they are in fact a bit tricky when it comes to actually growing plants in them. Don't worry though, I am sure that your teams would do a great job.
Before I can further go into details about the structure, materials and cultivation methods, I require some more details:

How many people are you aiming to feed?
Although rice is the most versatile (and easiest) crop to grow in these conditions, I am certain we can try to grow other plants. If possible, do tell some of the plants that you might want to grow.
Depending on the scale of the project, and availability of materials I can then tell you how long it will take us to finish this project.

P.S. Just as I promised, I managed to get my hands on a shipment of Kyshu Rice. It might not be much, but I am sure it will help. If you any medical supplies, do tell me, and I will try to provide as much as I can.

Señor Blancos,

I've come up with a Biodome design that is similar to the ones that the Freeport has. Although it might not be enough to cover your entire food needs, I think that it should cover about 40%-50% of the needs. It could be more, it could be less as everything depends on how good the Kyushu Rice will adapt to it.

If everything goes well, I do believe we could try and add another one in the future. I am attaching the schematics for it.
Now then, concerning the materials needed to build one, although I have a rough idea of the what and in what quantity, I will need to know where exactly do you get your construction materials.

Should you wish, I can send you the list of materials and then you can sort it out on your own.
