I have an idea about this. I do not understand programming, but I think it can be done. Having looked through the forum, I realized that most people talk about a pause of 10 seconds. Maybe you can just set a timer to restrict messages?
Example - Minimum message required for the attack.
/l1 - <Detection of an enemy target. Warning about the readiness of attack> (The attack does not occur. After that, there can be a long RP if both sides want it).
[Programmed Timer Message MSG 10 seconds]
/l2 - <Warning of the attack>. (After this message, the player can open fire).
As others said, just give a warning to those law breakers on the Server, no need to cut down entirely set messages. We better have workaround solution, as the suggestions above,not just entirely turn off it.

In all the years this has been a feature, I've never known it to be abused. At least I have never personally encountered a problem with it. So I don't see the point in fixing what isn't broken.
