Interesting idea. However, I can see how other people could misuse the fugitive tag by allowing themselves to go outside of their ZOI as pirates using the excuse "but my tag is fugitive lulz!!1!" IMHO, the Fugitive tag should be for Mon'Star and PSI-Borg only.

it would appear that the Fugitive tag does not lock in position and will be replaced if you kill NPC's or the like.

the fugitive tag is great except that it doesn't lock. perhaps it can be fixed? if not would it be feasible to make a new tag?
