Dear representatives of the Liberty Marshals Service,
My name is Abby Romero and I am current Director of Advanced Production and Manufacturing, known as APM. Today was the first day when our two groups officialy met each other in Texas, so I was curious about who you guys are. Police transponder gave me a hint but I have never seen "Civilian" ships used by the Police in Liberty.
Also I admire your courage of asking professionals of the APM to hand over Alien countermeasure stuff, but on the other hand I am glad you are at least enforcing the Laws of Liberty correctly.
So would you mind giving us a bit more detailed hint about your organisation?

Greetings, Director,
It is a pleasure to make your acquaintance, Miss Romero. I am Director Isla Nazumaki of the Liberty Marshals Service. I was just now made aware of the interaction between you and the two probationary marshals in Texas, and I am glad that they handled the situation appropriately. While I understand that the Core is a lot more proficient with Nomad materials than we are, the law is clear when it comes to such matters and it is important that we apply the law by the book.
The Marshals are a relic of the Liberty Police Department that was in charge of Liberty before the LPI was founded, roughly one-and-a-half centuries ago. After the LPI's foundation the Liberty Police Department was shut down, and along with it the Marshals went 'offline.' Now, the government decided to get the Marshals back into active service so as to assist LPI. For any more information you might need on the Marshals, I am attaching the Service's Information page, covering everything about us. There, you can find relevant links to anything else you might require.
How may we be of assistance, Director?
Isla Nazumaki Director of the Marshals Service
In service to the Republic.

Director Nazumaki,
I am glad you realise we are the specialists regarding alien stuff, but we also honor the law of the houses. It was a pleasurable encounter anyway.
Thank you for the information you shared with me, I had enough time to go through your public information and some words and sentences caught my attention. R b more specific these were "currently underfunded" and usage of "CTE" series vessels.
What's is the reason you are low on funds at this moment? I am asking because APM may have a proposal for you, however it would require a bit more information about your future. Is your reactivation of temporary or permanent nature? We wouldn't want to strike a deal with agency which might be shut down shortly like it apparently happened in the past.

Director Romero,
I am Deputy Director Edmund Mallory. Director Nazumaki is currently unavailable and has delegated this communiqué to my office.
As I am sure you will understand, we are not at liberty to disclose our precise financial situation to foreign entities. I can, however, assure you that the Marshals Service will not be disbanded in the foreseeable future. I hope this assurance is sufficient for you to reveal details as to the proposal you have in mind.
Respectfully,
Edmund Mallory Deputy Director of the Marshals Service
Justice, integrity, service.

Deputy Director Mallory,
I fully understand your reasoning about your economic situation, however I've got my opinion. Also I am glad your Service won't be disbanded in the near future so we can move straight to the business.
APM is willing to offer you four(4) hardware units of your choosing. Be it "Requiem" Very Heavy Fighter or "Blacktip" Bomber, which are our latest state of the art vessels. And the price for these vessels? That's something you would have to choose if you were interested. There are three methods I am willing to present you.
First option is almost full price, full ownership. Start-up sale of 25%.
Second option is full price, full ownership with payment in the future. Full payment would be forwarded to our accounts in one(1) year.
Third option is on lend-lease basis. Ships will be ours, however you will be able to operate them for duration of one(1) year.
Now why is APM offering this to recently reactivated division? We want to increase your effectivity in Liberty and make sure you stay "reactivated" forever. Everyone is watching you right now and I bet the government is expecting some results to see if your existence is worth it. We are just offering you right tools to achieve these results. Also if your service were satisfied with our hardware, we would be even willing and glad to become your primary supplier of ships. But that's way too far in the future.
Please let me know if you are interested at the moment or possibly in the future.

Director Romero,
Following thorough consideration by the directorate and the Department of Justice, I must inform you that the Marshals Service is currently and will for the foreseeable future not be interested in accepting your offer or partnering with Advanced Production and Manufacturing. Should the official stance on this matter change, you will be promptly informed.
Thank you for taking such an avid interest in the Marshals Service.
Respectfully,
