Fl-stat says there is an 11,25% probability that a bribe will be available for Outworlder Assembly on Ciutadella Outpost. However, after roughly 25~ times of usual process of logging out and in there was no bribe for them and only the Corsair bribe was offered. Either the bribe text refers to the Outworlder Assembly simply as "Corsairs" and thus there is no difference or the probability is way lower than 11,25%.

I don't think FLStat would lie as it rips data directly from the game files. 11.25% is a pretty low chance if you ask me so 25 times is just bad luck.

Apparently it is related to an NPC which is a Corsair and if your rep is not good enough with the Corsairs they won't sell you the rep.
