Should you really think about buying a system before you even know who your faction will be associated with? I myself think you should wait till it is firmly established before thinking about such things.
Nope you wouldnt be able to purchase that system Also as far as i know the Harvesters seem to call the robot planet there "Home"

Secondly, his faction needs to become official to purchase a system.
Thirdly, the faction must be official for a minimum of 4 months before purchasing a system.
The last two are directly from the rules.
Buying a system is not a spur of the moment thing and really probably should be seen as more of a reward for your high standard of roleplay that is required of official factions (Though can often be lacking in current ones, simply because they have been around so long)
Guard systems are the usual systems to be purchased but there have been no properly set rules in regards to that.
I think if your faction has a logical claim, that is relatively un-disputed or at least accepted by others, then you can call pretty much any system home if you want, and if the Admins let you.
