I’m sure I’ll stumble now and again, but throw me some ideas. I know we have some creative people here.
I dont know how much influence you got in spawning NPCs but maybe letting some little spontaneous PvE events happen, eG a wolfpack of Rogue Wolfhounds haunting the Pittsburgh Debris field attacking a DSE transport convoy. Both lawful and unlawful players could get involved and it would fit immersively. The npcs should be considered a big challenge in strenght... well atleast stronger than your usual lv 19 npcs and could maybe have some special loot... like regular codeguns, thrusters and/or some commodities... or maybe just a bounty payout handled by plugin or event overseer. Little things to go explore, maybe getting hinted where something unusually is reported but still going with the flow of immersion.
Prison liner escorts, can be done in all houses with lawfuls and unlawfuls logging to either protect or take out the liner. Maybe bump the price of (event?)prisoners so that if the liner goes down both sides can try to 'salvage' some significant profits by selling at prisons or unlawful bases.
NPC invasion events, oldie but a goodie. Be it Nomad, Cultist or maybe even house forces in a border skirmish that doesn't escalate into war.
A twist on the terrorist one; a suspected infected ship is heading to the location of a political target, local intelligence factions catch wind, declare it a criminal vessel and try to intercept.
Some spontaneous events playing into whatever story is currently doing would be nice as well, if only to keep the region populated;
The Insurgency tries to protect evacuation ships while the Navy tries to take them down
Luxery Liner Barbados gets accused of harboring Insurgency staff and must try to smuggle x amount of event commodity off the station before the event is over or risk getting caught (maybe more suited for a 'proper' event given duration)
Stuff seems to be planned to go down in the Omicrons as well but little actually reflects it currently, some extra Nomad based events in Minor, or conflict between the Corsairs and Outcasts would go a long way.

I don't think that by doing that, then they earned those credits. I see that as cheating and exploiting, don't you think?
