[Systems] Cordova shipping platform has no bar

Bug: No bar on Cordova in Magellan, visiting the bar will give you a black screen and remove the top bar to navigate out of the screen. Can F1 to reset to docking bay still.

Reproduction Steps:

• Dock on Cordova
  
• Visit bar
  
• Where is my martini, haste?
