[Equipment] CT-AXN Thrusters

Bug: CT-AXN thrusters being 46th| ID locked means non-46th| Akhetaten-class ships can't mount them

Not exactly a sort of things that needs steps to replicate, just that the solution to "randoms" not using the CT-AXN "Akhe-only" thrusters that are in the game (which was to make them 46th| ID locked) has now spawned the issue that anyone who isn't in 46th|, has built an Akhe, and now wants to fly it has to use generic thrusters for it.

I hope the solution is as simple as "ship" locking the thrusters to the Akhetaten-class BC only, but if that's not an option then the thrusters could become open-use tech I suppose?
