There's a few things that don't seem compatible with each other. How did Gallia manage to get so many resources? Perhaps I'm mistaken, but Rheinland arrived second and chose the area they did because it was resource rich, didn't they? If Gallia was far more resource-rich, why didn't any of the original ships decide to go there?
And how come no one noticed anything changing in the Gallic systems via telescope and the like? Certainly they'd be interested in a system like Dauphine (I think it is, get the names confused) that has that complex 4-star system. I'd think they'd want to observe that, and with advances in everything, wouldn't they notice some sort of (albeit slight) changes in a variety of nearby stars?
So, really, the only thing that seems fully logical to me is that they're quite imperialistic, but they're forced to be isolationistic because it still doesn't seem logistically possible to have the resources for things so large scale. (Plus, they'd get massacred if they reached the Sigmas, not having the h-fuel rich fields for adequate fighting experience, similar to the 80 years war.) There's clearly grounds for a giant conspiracy here.

Seriously though. The colony ship final destinations were most likely chosen by computer. As long as the area of Gallia was not an option in the parameters of the colony ships computers they wouldnt have gone there. The Gallic colony ship was made elsewhere and by different people, so it's computer might have calculated things a bit differently.
As for the astronomical anomalies I see two possibilities.
They were hidden by nebulae and/or other astronomical features between Sirius and Gallia.
The systems were so distant that an expedition was never mounted do to more immediate concerns in nearby space. Dauphine is pretty far out there. The only system even close to nearby is Tau-37, and that's a little to close to Outcast territory for comfort for most houses if you ask me. IMG and Zoners are the only ones with bases there. IMG would probably be a bit too distracted by their mining interests, though I could see zoners going for it perhaps. Apparently they didnt though.
Finally, Gallia obviously has the resources. I mean just look at the number of installations and BS's present in the border worlds alone, it's huge! And the number of resource rich planets in Gallia is also rather substantial. As for training, I think it would be close enough, not to mention the Gallics technical and numerical superiority. Although it is rather moot now as apparently it is not enough to wage a full scale war.

They just are there for gameplay purposes and in RP, your nav map compensating.
That could be why that area was not chosen by Rheinland, they looked in the wrong place.
