Acutally I'v seen some good unnoficial factions, I don't really count them indie, other [Cartel] would dissappear.
Independents... Yeah, doesn't make sense. Best way to think of it is a seperate branch of the same organisation, although perhaps inferior to your own.
If you were to boom indies, it would kill the server, people wouldn't like having to go through a recruitment process every time they wanted to make a new character. As for the ones who don't know the rules, best you can do is try and teach them. For those who won't learn and repeatedly make jackasses of themselves... Well... A faction who loses a 'civil war' against an indie probably doesn't have enough people to be considered a faction.
The term "Indepenant" is misleading. An indepenent LPI Officer isn't a random civilian who's decided he's gonna be a cop with no legal powers. That would be a vigilantee. An indie LPI officer is a member of the LPI just as much as the official LPI faction. If anything, Factions are just 'wings' of the NPC faction, and not the faction as a whole. If you think Police, the LPI would be only a single Bureau of the LPI.
It's understandable how one can become confused, but an independent is not actually independent of the NPC faction. They are just independent of your faction.
