Greetings Brethren,

It has been some time since the Council has addressed the Outcast Nation. Many events have unfolded that have kept us busy in discussion & planning for the future of our great nation.
We are now able to broadcast these changes & events in this public address to update one and all of our people to the status of our kind.

We shall begin with changes made in the Council itself.
The long time friends & ally's of our people, The Reapers of Sirius ( RoS ) Have decided to seek out their own path. They have given up their seats on the Council & have moved all of their forces out of Alpha to their newly claimed system of Omicron 81. We shall remain friends & allied with them as they are still our brethren. Support them & wish them good wishes as they embark on their quest.

With the loss of three seats on the Council due to the Reapers departure, The Council has decided to fill them with representatives of the independent Outcast operating through out Sirius. The three selected are of notary amongst our people & have the wisdom & experience to speak for the independents on their behalf . They are, Emilio Santini, Giovanni Leoni, & Alvaro Himenez|.
These esteemed gentlemen will be the men to speak to regarding Independent Outcast concerns.

We have also added Ammiraglio Santiago Barilla. He is the head of the Maltese Naval Service.
All MNS Ships will be referring to Mr Barilla with their concerns.

Representing the 101st are the following Dons:
Ricardo Herandez, Luisa Dejesus, & (to be announced)

Representing the Shadow Outcast Brigade are the following Dons:
Varraco de la Vega & Alfonzo Luchiani


Representing the Blue Lotus Syndicate are the following Dons:
Rafaele Giacomo & Set Ramirez

In addition, More seats on the Council were added to govern certain tasks to keep our interests in good standing.

The following will represent the Council with it's allied friends & partners:
Arsenio Zavala, & Giovanni Cordova

Now on to recent events that have effected our nation.

First off, the departure of the Reapers of Sirius was expected, yet may have caused some bad relations between ourselves & the Red Hessian Army. It seems our one time ally has turned it's affiliations over to the SCRA. Don Santini has been monitoring this situation & giving us updates as they come in. Until further notice, ALL RHA ships spotted in Outcast space should be treated as hostile.

The next issue concerns the treaty signed between the Colonial Remnant and our nation.
While it was written in the best interest of our people in hopes to have one less threat to us all, the treaty has failed. Thus the CR are no longer to be left alone & you may fire upon them at will if seen in any of our territories.

The biggest concern we would like to address is the status of the ships in orbit around Malta itself.
The continuous parking and idling of Outcast Capitol ships in Malta orbit is a serious strain on our nations resources. It is a waste of fuel, manpower, & supplies. Not to mention the havoc is it causing in the docking lanes to the planet.
Therefore, The Council will be placing a Capitol ship orbital restriction above Malta. No Outcast Capitol ship Destroyer class or larger shall remain in Malta's orbit for more than 3 minutes unless docking, defending against a current attack, or assisting in dock control. The set distance to keep ships out of Malta's orbit is 8K out Unless you are utilizing the Valetta Ship Yard.
If you feel the need to parade around the capitol ship you captain, do it while patrolling.
Failure to heed this restriction will be dealt with on the suggestions of Don Barilla, Head of the Maltese Navy.

Next biggest concern to us is the improper treatment of our Spirit visitors. Some call these spirits Nomads, There are those more enlightened known as Keepers. NO OUTCAST SHIP Shall fire on a Spirit!! unless in self defense & you best have proof to back this.
Unless you are invited to do so by a Spirit, All Outcast ships shall remain 3k away from our guests.
Carrying of Spirit items is still prohibited & will be dealt with if found.
Notify 101st, or SOB to report any suspicious activities.

First, to the Vagrant Raiders: I will continue to be your contact on the Council. You've done a great service to the Nation of Malta, and I do not intend to forget this.

Next, to Outcasts in general, and anyone who intends to visit our home: As you may have observed, it is very rare for me to leave Malta. I prefer keeping solid ground beneath my feet. My younger daughter, Tiana, has been trusted to handle matters for me in the past, and she is far more active a pilot than I ever will be. I ask that you treat her with all the respect you would give me. She can be a bit short-tempered, so this is really for your own benefit.
