Well that would be one ofthe disadvantages of being a Xeno, few places to land. Few systems with friendles, or even neutrals. But you can attack anyone and anything with anything because your Xeno. It evens out.
We would have this in server rules. Ignorance is no excuse, so if they say they didn't know, its because they didn't read the rules. And only someone extremely lazy doesn't. I've read the full rules in their entirety everytime a version comes out. And I've been here since 4.73.. Thats ALOT of rule changes/additions.
I think that the loggin out thing should only apply to owned systems, IE: Omicron 100, Omega 50, Cambridge, etc.
That way, peoples home systems are protected, while still letting people log off in space. Its silly to be expected to dock every time you log off in hostile territory, unless its someones owned system. Those would presumably have more patrols & such forcing people not to hang around.

if you forcing people just stay in their home system, can't go too far, then what MOD do we playing at? what name is it? it's DISCOVERY!!!!! DISCOVERY means to find some thing by Traveling, you forcing the people stay in their home system, will become no Traveling, no Discoverying.............so that's out of our MOD's mean subject..........

When did this happen? As far as I knew, Igiss allowed SF, RM, AW (was there another one?) to keep their current home systems because they were owned prior to the limit on non-vanilla systems. I was slightly inactive over my spring break, so if this has changed, could I be directed to the thread?
Anyway, I think that system camping should be in the rules, but it will have to be the admins' discretion as to whether it was system camping or not. I don't think that it's fair just to say that you cannot log off in certain systems depending on affiliation. If someone is system camping, it is quite obvious, but like the shield running problem, it is hard (perhaps much harder) to prove this without recording software.
