And quite obviously I was to uncoordinated to select the correct section in which to place the vote(mod discussion section). Although as a suggestion only, it doesn't have any real importance...

No.2 ... Grey area this. In a capital ship its using it to gain speed advantage, and to give your enemies a
lesser target coming in, and allow shield running going out. Big nono, and why the rules came in, in the
first place. In a bomber/strike fighter, coming in in EK makes you a straight line target. Easier to hit close in with
those fast muzzle velocity turrets through their whole range. Bit of a lottery as dodging is out of the
window. This really only applies to a stationary battleship though. Any movement, and EK is pointless.
No.3 ... Screenies are inconclusive, movie would be good, witnesses are the best bet.
Hoodlum
1)I'm not so sure. When done correctly speed bombing has little counter. You don't have to kill your engine until the last second. For the whole time you are closing on your target you evade moving 300 m/s. You need only present a static target for enough time to line up, hit the kill switch and fire. You are fairly vulnerable as you try to get back into cruise though. If the cap ship pilot is good he will have a hornet or mosquito equipped and possibly keep you out of cruise, but thats one more thing to do while trying to hit a very fast little target.
You may be thinking of different mods that put ultra high range torpedos on bombers in which case the bomber can actually fire the torp while out of range.
you know, this might be a good theory to test on the PvP server...or in Connecticut as I don't have that much experience with cruise engine usage in battle we might try a few things in a fighter/bomber versus cap ship battle and see what happens.
And as to witneses...he said she said...one person's word against another...yuck.

And by the way, seeing Nussebull take down a Liberty Dreadnaught with a Huegenot was awe inspiring.
Wth? How'd I wind up in this. Never seen the inside of an Osiris in me life.

Hood meant the Battleship Turret muzzle velocity. 1222m/s anyone?
