well I think that it should not be forbidden for a pirate to fly a Kusari Liner or a Mining Ship (which are transporters and not freighters, right?)

I would use them as a ligth corvett until I can buy myselfe one.
In my opinion it is not logic if a pirate flys a freighter, because the are have poor weapons and low shields
well, think of the rogue convoys. 2 blood or wolf hounds guarding a mule... even pirates have to transport goods from one base to another... of course, those freighters are no use for offensive actions.
concerning the liners: why not get a gunboat instead? rogue gunboat costs even less than a prison liner and should be better for raids....
