Well the Emperor's Decree is pretty clear.

The only telemetry that matters is what comes from the KNF/KSP officer - other guncam shots would not be 100% trustworthy (regardless of whether they come from pirate or victim).

Piracy, and reprisals, should be done away from the eyes of the law. When the law comes, parties should either stand down and disperse, or face the consequences.

There shouldnt be ANY cooperation between Kusari unlawfuls and the authorities unless there is a known enemy of Kusari on the other side. Even then, the authorities have the final say in any matter.

Unless I missed the Imperial Decree proclaiming the Hogosha and Farmers Alliance Keepers of the Law and Tax Collectors?

The problem rises that hogosha aren't "unlawfuls"

True, but then where is the Imperial Decree appointing them as a Citizens Militia, National Guard - or any kind of law-enforcement or tax collection agency?

Clearly, outside of Kusari, these groups can and do freely operate as privateers.

But what official power or status has been granted to these groups inside Kusari?

none, its mafia.

It covers its dirty buissnes. Even if there is noticed that they work in the shadows kusari lawfuls aren't going to do anything do the common understanding that hogosha is "neccery evil". Besides hogosha bribes msotly anyone, and have agents in goverment structures.

The Hand was, to say the least, tetchy. For several weeks the Black Dragons had been receiving rumours and some rather fractured security reports of Indie Hogosha riding shotgun through Kusari, loose cannons indiscriminately taxing traders and in some cases engaging the local police and other legal agencies in combat.

His lean figure and instantly forgettable features were a trait of the Bureau members, although a keen observer might catch a glimpse of steel in his eyes in an unguarded moment. Most visitors were distracted by his sleek appearance, genial composure and the oppulence of his office onboard the Golden Dragon....Few would even imagine his casual regard for torture, brutal murder and subterfuge that went with the territory of his position.

"Hmm... this intrusion by these...... over exuberant youngsters ... has to be quelled quickly. The Emperor's attention has now been drawn, not good, not good." He mused. "We do not want unnecessary focus on the Hogosha in general and particularly on the BDS. Therefore, it would be foolish to show a weakness in this matter."

"I will talk with the Elders... We should agree a plan...bring these rogues into our fold or destroy them would be my preferred option. Meh!" He shook his head slightly. "A short term pain would be a long term gain in my view...."

He fingered the intercom...."Get me Hitomi.....we need to talk. If he's not available then get me Takata, Mazakatu, Hakatoa or Tomodachi. The sooner, the better.... And get me the Emperors Chief of Security on the line too." We're going to need an informal chat, he thought.

His ideas began to formulate. "We can handle this .... worse things happen in space." He smiled thinly and began to think about how to turn this situation to the advantage of the Hogosha....

Yeah, it does go that far. I saw a load of hogosha on my Bret BS, they were all fighters so I didnt have to go running to leeds docking.
