Rules? Docking and Traders

I was pirating a guy, he refused to pay so I attacked him.

He then docked on planet denver.
I waited 1 minute and he undocked, then told me not to re-engage.

He didn't pay so I wanted to waste him, but I didn't becasue I feared getting sanctioned and losing all my stuff.

Could I have shot him after he undocked?

He broke rule 0.0 as far as I'm concerned.

Either way, he has 10 minutes to get out of the system, then you can engage him. If he does get out of the system...well then you just have to wait till he comes back, or wait for 4 hours.

At least thats what I know from the rules...

Traders are excused from 4 hour pvp re-engagement if they use system only to pass.

You can kill same trader as long as you want if he continues to pass torugh same system. Like 1484 times in same hour if you need.
