Good evening. Her Majesty's Government has been aware of the developments occurring within the Zoner Collective for some time. Since it's establishment, the Her Majesty's Government has maintained positive relations with the Council of Zoners. Recently, however, the Council of Zoners has dwindled in authority and influence. In it's place has risen the Zoner Alliance. The Alliance is composed of the major Zoner factions, as well as a organization representing the interest of independent Zoners.

Because of the broad base of support and influence that the Zoner Alliance enjoys, and the Council's decline in the same areas, it is the decision of Her Majesty's Government that, effective immediately, we will recognize the Zoner Alliance as the legal successor to the Council of Zoners as the government of the Zoner collective.
