Look at this situation :

I have engaged somebody and running at Thuster speed.

Can this guy who was engaged by me use cruise and after shoot at me again?

As long as he didn't run past 10K, yeah. That old rule was removed when cruise drain was implemented.

You engaged someone. They engage cruise. Then they disengage, and attack you?

I think a little more information is needed, but I have been away from the server awhile and the rules have changed...

I think...engaging cruise is seen as fleeing....but if they thrust away, using tab, i think its just a dirty shield running tactic.

Yes they can, as long as they dont drop more than 10k behind you first, especially helpful for BHG BCs and Mantas chasing Praetorians.

The old 'cruising is fleeing' rule was removed a few months back as its impact on caps (the targets of the previous rule, as they couldnt keep up with fighters and just cruised up to them if they ran) was replaced by the cruise drain mechanism.

Cruise = Fleeing rule was changed in OCTOBER 2009. Cannon explained the reasoning for the removal of the rule, and the implementation of the cruise drain here :
