"Elder Sephardi, we do regret the growing animosity that has become prevalent between Order and Corsair pilots, but this circumstance has not come about without reason. While The Brotherhood and the Corsair Elders are trusted friends and allies, there has been a notable decrease in the responsibility of other Corsair pilots recently. Indeed, our own supply convoys, and those of our allies dedicated to bringing supplies to us, have been subject to assault, thievery, and loss of life, cargo, and vessels at the hands of various Corsairs. Those who would see the meager gain from piracy as more important to them and the Corsair empire than the respect and admiration of it's allies have created a growing hatred between our personnel."
"It is regretful that we must carefully evaluate every dealing between our organizations, but it has become a necessary precaution. The Order is fighting a losing battle, a battle which the Corsairs have offered little to no help with as of late. Our resources are stretched to their limits as we attempt to fight wars with more enemies than one can count on one's own hand, and that strain causes us to be exceptionally cautious when it comes to sharing what little we have with even our most trusted allies."
"The Resheph Cruiser that Centurion Emilio has requested is an extremely advanced, and equally expensive, vessel. We have few enough of them serving in our own fleet, and constructing them for our allies requires that we put additional vessels for our front lines on hold, and redistribute resources. We can ill afford such waste or delay at the moment, particularly when we have little to gain in doing so."
"Ultimately, every decision must be weighed. We must decide if diverting the funds, personnel, resources, and time required to construct a Resheph for the corsairs is worth what you offer. Shifting our focus in that manner may be the final proverbial straw our enemies need to crush us. I think you can understand the risk we take in such an endeavor, and fortunately for your own people it is not a risk the Corsair Empire must take. Your people have an overabundance resources, shipyards, and personnel, ours do not."
"After weighing the factors, it was decided unanimously that the fighters and weapons offered in exchange for the Resheph requested did not equal one another. We have our own guns, we have our own fighters, and they both serve us well for the time being. While the use of your Tizona del Cids or Colada del Cids would greatly increase the capability of our fighters in combat, particularly against the Guild Core, the overall effect is negligible when we are not able to outfit all of our fighters with such technology. One fighter in a hundred with slightly enhanced weaponry will not make a difference in the grand scheme of things."
"Similarly, there is little advantage your Titans or Gladiators offer over our own Nephthys and Bastet class fighters. These craft all display very similar ranges of firepower, hull strength, and manuverability. On the other hand, we fully realize how valuable one of our Resheph cruisers would be to the Corsair empire. It is not only a small, manuverable destroyer which greatly complements your own heavy cruiser; the Resheph also comes with more advanced sensor technology than any other production vessel known to man."
"Beyond the obvious weighing of value between these requests, we must also consider what our technology will be used for. We can ill afford more enemies, and when someone sees one of our ships, and recognizes it's design, it will be traced back to us, regardless of the transponder codes it transmits. Centurion Emilio refused to even divulge the purpose for requiring this craft in his initial transmission, which was quite understandably angering for many of us. For all we knew at the time, this ship might be used to coordinate attacks on our other allies, it might be used to gather information for the purposes of piracy, and as close in allegiance as we might once have been, we have never approved of the piracy or criminal acts frequently exercised by the Corsair Nation."
"Now, moving on to the request at hand, and weighing what we need with what you desire... the Tizona del Cids requested by Admiral Kelt will certainly help, but two guns are not worth the exchange of an advanced destroyer. The Titan and Gladiator may be of little use to us, but your decurion is another story altogether. As you well know, nomad snubcraft are particularly agile, and easily outmaneuver any and all of our fighters. Having a light fighter could greatly allieve that problem, even if we are only given a few. As for larger warships, many of the Admiralty here believe that a Praefect Cruiser would be a more appropriate exchange for the Resheph, while one of our Admirals has expressed a desire to obtain a Legate-Class dreadnaught. Perhaps you will consider these, and perhaps once you have weighed the exchanges yourself an agreement between the Corsair Empire and Order can be met."

Greetings Elder Sephardi.
While I am agreed with the Order High Command overall message sent previously, and while I am thanksfull for your authorisation about the Tizonas, I must, for the moment, decline the offer.
Why ?
Because, like you, I remember the time when Order agents and Corsairs pilots were closer to brothers than suspicious strangers. I'm a man of honor, and this honor push me to refuse what you offer, till your request will be finally granted. I hope you will understand this, Elder. Me, and the others members of the High Command, will try to find the better way possible between us.
Then, and only after, I'll gladly equip my fighter with your shiny Tizonas.
I will gladly offer one of our fine Prefect Heavy Cruisers in exchange for the Resheph. You are most correct that it will act as an excellent pair with your lighter cruisers. As you have your most understandable restrictions on the use of the ship you would give to us, we of course have one restriction we are honor bound to observe. We have connections with certain non-governmental agencies in Kusari you may be familiar with, and through our agreements with them, we would require that this ship not be used anywhere in Kusari space. I hope you would find that acceptable.
In addition, in the spirit of goodwill, and the understanding the Corsairs have of the difficulties in fighting the quickness of the Nomad ships, I would like to give the Order, in addition to the Tizzies Admiral Kelt requested, a wing of 4 Decurion light fighters. My note on those would be, that they would only be used by the Order Primary fleet, as these ships are most effective when used together, and the Primary Fleet will be best in a position to use them to the maximum level of their effectiveness.
If an exchange of the Prefect and the Resheph, we can write up a formal document of exchange, of course, Admiral Kelt is welcome to his set of Tizzies, as soon as he lets us know which ship they will be used on, and the Primary Fleet is welcome to the wing of Decurions, as soon as they let us know the transponders they will be fitted with.
I hope for this to be the restart of close relations between the Order and Corsairs, we are neighbors here in the Omicrons, and we should act like it.

"Apologies for the delay on our response, Elder Sephardi, there has been much debate about this exchange. I'm sure you understand that, despite the fact that you are offering us far more than we are offering you, the Resheph is still one of our most advanced craft, and the Corsair Nation's history of piracy and criminal acts makes us... skeptical... about allowing you it's use."
"However, we have come to a decision that requires some agreement from your party before this deal is finalized. We will agree to allow the use of one Resheph-Class Reconaissance Cruiser, under the following conditions:"
1. This vessel is never to be used in direct hostilities against any faction other than the Nomads, Phantoms, Bounty Hunter's Guild, and Wilde.
2. The only exception to the above is self defense, or the defense of Omicron Gamma, Omicron 91, or Omicron 94. If the craft is attacked by those organizations, it is well within it's rights to defend itself.
3. This vessel must remain outside of House-controlled space. You can operate in the Omegas, Omicrons, Sigmas, or Tau systems with it, but keep in mind that this is a reconaissance vessel, and it is not intended to be used in a "public" manner. Try to keep under the radar whenever possible.
4. This vessel will respond to any call of assistance from The Order, unless extreme circumstances prevent such response.
5. A contingent of Order Engineers shall remain onboard the vessel to perform necessary maintenance and repair of the craft's advanced sensor systems.
"Assuming your captain can live up to those conditions, and that your offer to exchange one wing of Decurion fighters, a collection of Tizona Del Cid weapons, and one Praefect-Class Corsair Cruiser still stands, this exchange may move forward. We await your response."
That is indeed the last straw. We are neighbors and allies, yet you deem to talk down to us, to call us criminals and pirates. I hope you should never know the situation the Corsairs stand in, attacked by all the houses, forced out, with no allies, no food, no supplies. I hope you never have to go through what the Corsairs go through. We in the Corsair Empire do not need friends and allies who look down their noses at us. I was hoping this would be a new start for the Order and Corsairs, but it seems I was mistaken, as your high command cannot even hold back its disdain for the Corsair people long enough to take a generous offer we have given. In excepting our very very gracious offer, you couldn't stop yourselves from insulting us. It is very telling of the way the Order views the Corsairs.
Well I will not deal with people who insult me as they take my ships.
Admiral Kelt, you have your guns, as I said, they were given in the spirit of goodwill. The rest, go screw yourself, I advise you all to stay our of Corsair space. We want nothing to do with you anymore.
Elder Sephardi
//Kelt give me the name of the ship you will be using the 2 Tizonas on.
