Disco lore supports that the Nomads were utterly crushed in SP, it's just that they've used the twenty or so years since to rebuild in the shadows and become a powerful force again.
On to the point at hand: I'd imagine that any love the Outcasts had for the Order... even among the most anti-nomad of the bunch... went poof after they allied with the Corsairs (as somebody has already pointed out).
There were (and still are) many undercover Order Agents in various factions. Cress (and his men) would probably be one of them, despite his allegiance with the Outcasts.
Furthermore, in the SP-video, when Trent talked to Cress, the latter whispered to him that he works for The Order.

We can better say that they were stopped. In the last video of the SP, when Orillion talks to Trent in the bar, he clearly states that the threat hasn't gone. So Disco Lore is the same here with the SP Lore.
I guess it got explained, not much to add. If you want your outcast to be hostile towards nomads in roleplay as well as actions too - that's fine, not going to pursue that clause in ID (it gets removed anyway). If played right might get interesting, though got to be very careful - a lot can go wrong there and very fast.
