Sure if the faction is inactive you can just make independent group with the same goals/same ID/ IFF and try to RP at the same way then you can talk with the people from the inactive faction and ask them to merge. It should be profit for the both sides.

The Phantoms are currently undergoing internal reformation for a small bit. Sometimes the important bits of the game get away from us, and that's what happened to the Phantoms, so we're taking a good look at ourselves before flying again. I guess you could call that inactive, but no one is really in the position to replace us.
