Dab, while I completely agree with your RP stance, that is not the issue here.
Issue is that people seem to think that the Kusari house is broken.
And, in a way, they are right.
It is broken because of the war with Bretonia.
Simply because there's less interactions between lawfuls and unlawfuls in Kusari.
It is also broken because Kusari ships are too small and too fast for the current state of the server, lagwise.
So, my points weren't exactly towards 'improving your RP', but completely opposite, 'submitting your RP to greater gameplay experience'.
And while that may sound wrong, I am not the one who stands for 'RP > enjoyment'.
But, basically, pirating the hell out of IMG in Kyushu/NT/Honshu should make them whine to Kusari authorities, which should then improve patrols in the area which would hopefully lead to some interaction.
As for traffic itself in Kusari, I don't see what's wrong with it.
There are many people carrying all kinds of stuff trough Kusari.
Hell, I even dare to say that Kusari is a heaven for pirates, because their systems are so large.
Once you catch a target between lanes, there's no way in hell he's going to run from you. You have all the time in the world to take him out.
And that's something you don't get in Liberty.
So, basically, you just need some more people to start actually hunting traders.
That's where it starts.

I disagree. Kusari has always had problems with activity. The first five official factions for the KNF all died from inactivity. As did the Blood Dragon factions, the first GC faction, the first Samura faction, etc.
Kusari is underplayed because of the complex relations, diplomacy, and political system. I hesitate to call it more complicated than the other houses, but it kind of is. This leads to less activity. It's also contributed to from the fact that, like Rheinland, it isn't all English, but Japanese naming and background. Many players don't understand it well. However, in the story, Rheinland is made the big strong guy, so some people like it for that reason (not all who play there do for that reason, of course). Kusari though, it a relatively small part of the storyline. You don't even do much in main Kusari, but are on the fringe the entire time. Unlike Liberty and Bretonia, you "skirt" around Kusari, whereas those two you go through them extensively.
The last reason is that Kusari's ship balance has been, and still is, bad. It's admittedly hard to balance due to the small ships and fast speeds. While the Kusari ships are generally overpowered in general against non-Kusari ships, there are also problems between the ships there. Many of them because of their shape and size.
I used to think Kusari was complicated. But it's been simplified with time.
Farmers/Hogosha = Lawful pirates. So long as you don't actively try to kill the KNF you should be fine. Don't shoot Samura.
GC/Dragons = Unlawful pirates. Don't shoot Kishiro/GMG.
There. You can now play in Kusari and not get in any trouble on a mechanical level.
I imagine the reason no one plays in Kusari is a mixture between lackluster motivation (there is a ton to do in Kusari, that aint the issue.) and insanely annoying fighter fights. Fast twitchy ships + lag = ugh.
