Ok, let's look at it RP and story wise. The Order still exists, so it gains funding somehow.
But I am looking at your fraction status and cannot see how you do it. If you want to gain finances in a RP way, there has to be some sort of addition to the politics of the Order that will allow its members to finance themselves RP wise. Otherwise the only way I see is to be funded by the High Command.
Or you may present a case for lowering the prices of only Order ships and equipment sold to full Order members in your guard system. This is in my opinion the logical solution to your problem.

Perhaps faction leaders could be given a certain amount of credits to pay "wages" to their members?

It is not unfair if there are seruous restrictions - put the low priced stuf where only the Order has access. Make a new base if you have to, and allow access there to the High command only. They will buy the new ships and equipment and then transfer them to the other members.

Note here that the argument for the Order is valid for Police/Navy as well. The IDs are not allowed to take bounties and fines are usually forwarded to a national armoury, not kept by the player. In addition, in RP police should be doing the fines, not Navy.
Also, when these IDs do escort instead of patrolling, it is pretty much always without charge (part of the job). Technically police/navy can trade, but that just takes us back to the beginning of the argument.
I think Official factions recieving funding to be distributed seems logical.
Although, I could also see companies that work in a region paying taxes to their respective police and navy head factions, which would accomplish the same thing, I think, and keep the admins from dishing out free creds. Would definitely make more sense roleplay wise in my opinion.
As to the Omicron trading stuff, I saw some faction called Omicron Supply or something like that and assumed they traded in Order space :unsure:
