Omicron Lost is a no-development zone. Igiss doesn't want to alter it if we can help it.
It's most probably due to Discovery's roots of being an expansion of Vanilla, not an overhaul of it.
Although it's far outgrown such roots and overhauled vanilla already, he is adverse to changing such Vanilla monuments.
If you are interested in basically having an effect on the mod, look at guard systems.
They are one part of Sirius that are often the playgrounds of their owners and hence far far easier to get development changes done for.
Alternatively, make a name for yourself.
IE, do lots of exploring, make some fancy maps etc. We'll see what can be worked out then.

Those are a few threads by an older member o the community, Tenacity.
He had a knack for making some nice pictures and was interesting in exploration a bit.
You'll find a lot more if you do a proper look, Tenacity is just one I knew had done a few things like that.
