When it comes to looking for developers, what is it that you generally look for? Do you look for active members in the forums while having the coding skills? Or more in the skills department that are willing to volunteer time to the mod?
Are more developers even welcome? It's easy for me to bug since I'm outside the circle, but wouldn't seeing if 'not-so-disco' developers are willing to volunteer time?

From what I've seen, the process generally goes like this:
Useful skills + activity + known quantity + willingness to help (voluntarily or otherwise) = application of chloroform + reawakening within the development dungeon.
In other words, if you're keen and have skills that can be put to use, you'll be ninja'd onto the team. Or partially on to the team, as it were. For example, with infocards and rumours, Xoria keeps a core active writing group that has access to the juicy material, and a peripheral group that sporadically submit material.
What Jammi said really.
If you have wicked skillz and are a bro, we'll be all "Hell yea!" and drink till noon tomorrow.
Skills + willingless to work and contribute = Adding to skype chat.
Not so much an application process, more just "I has skills, can I help?" "Yes, yes you can"
Maybe there should be a "Job Board" that the admins can put up in Server Announcements where the community can chip in directly with some jobs that needs doing? Rather than just skyping it?

This would be great, especially for <strike>morons like me</strike> those who can't remember what they can do unless they're in the situation to use it.

There's some Sirius business that could use rerumoring as well. As for a "todo" list... good idea. I'll see if we can't get one added.
