To be precise, it means that Interspace Commerce has assets across the four main Houses. It doesn't mean you get to travel through each House without certain restrictions, though.

He is not using whale so no need to care about cruise disruption. Now he have to worry about sair and hessain npc while using a 5k cargo. In house space the npc cant do much damage on 5k cargo. Only system where he have to be aware of npc is omega 47,49, gamma,kappa,delta,theta. So all these systems consits of mostly unlawful bases and some zoner bases. That is why i assumed that he is trading with unlawfuls. I am transporting in border worlds for 3 years. There are not much place to trade with lawfuls. Delta is however tough for nomads. As he said both corsair and hessains i assume its omega 47. Didnt do much mistake i think.
Glad to hear you got yer 5K transport. I will be interested in your progress with your IC Identification. Remember, you can never do anything to one rep (bribe) without affecting others. I wish I'd seen this earlier, I'd have advised you to grab a fighter to make your changes, prior to getting the 5K as you really can't run missions with it. Of course you can ask others to group you and run missions for you in order to adjust your rep. I'd recommend that, anyway. Grab some lucrative trade runs so that you can continue to build your resources toward future plans. I think you'll find it helpful to download a tool known as "Freelancer Companion", if you haven't done so already.
