LPI is an official faction in itself, I don't think it would be able to contribute to IND's activity. Renzu should be able to though (sun)
As for the bretonia thing, they have different roles but activity from any one of them is a good thing, surely - if activity for the BAF is low, instead of forcing them out and 'taking over', surely they could just be asked to recruit or step it up?
I agree with Zelots's concern for factions that diverge in role. What if Bowex were to become a pure Escort Faction, and other players desperately wanted to play Bowex (this is silly, but substitute for something like the Zoners or..say, Maltese navy, etc, where such things could allow a faction redically diverging from core rp from allowing anyone else to actually maintain the core rp in an official role) were doing so, but only as indies, as they weren't up to Jammi's insanely strict cargo-requirements. (nothing above 600 cargo) and complete neglect of any sort of lawful contract in favor of culturing our connections to the Hessians and the Maltese, while pirating in the Gallic hinterlands.
We're still the Bowex official faction...just...wrong. How do you deal with that?
Well, I'd assume you'd complain to the admins, cause 20 flamewars, etc. Luckily, Jammi's a reasonable bloke, but oh dear god, what if someone like me was running a faction?
All in all, I'm not sure taggs make that problem worse...I can be BHG| and do nothing but hunt noms in caps in Omicron, or build a fairly sizeable group of Bowex that does nothing but Clyde Brigade (becasue that's oodles of fun, I'm sure that with the right effort we could persuade most players in Bowex to jump on a clyde and lulz with us unless they desperately needed cash.)
So what I'm saying is, yeah, that's a problem, but its a problem to do with...kindof edge cases, and I'm in favor of much stricter regulations on the time that a core faction like a house military has to be online. Sooo...take what I've said to inform your own decision, then explain it to me. I'm still very undecided on the issue.
But: I would like my clyde to say ExSec) rather than Bowex)!
For the issue raised by Zelot, how about making it so that the subdivisions of the main faction can only contribute up to 50% of the 30 hours?
This way, the main faction could not be abandoned, and abuse of official faction status could not happen. For example:
Bowex): 15 hours
ExSec): 15 hours This is fine. Both the main faction and the subdivision have put in 50% overall activity, and it adds up to 30 hours.
Bowex): 20 hours
ExSec): 10 hours This is fine. The main faction has plenty of activity.
Bowex) 10 hours
ExSec) 20 hours This is not fine. Overall the activity adds up to 30 hours, but the main faction has less than 50% of overall activity.

This will artificially construct a situation where the BAF player faction is not keeping up with that part of its activity, but will maintain it's status, stopping others from taking over that role, leaving the role empty. This is not good for the game as a whole.
I agrre, proposed solutions so far seem complicated, open to cause misunderstandings, and not worth the effort.
