The effect wouldn't be that drastic. It's not meant to be an anti-fighter mechanic but rather an anti-stupid countermeasure. I've seen so many fighters that don't -fight- as you say, but rather play hide-and-seek around their battleship, base or asteroid. And it makes me rage.
I would actually support this, its stupid that you can be 1m away from the impact point of a HM and suffer no ill affects of the huge blast that just occured.
and its funny that people think its ok for missiles to have blast radius, but not ok for something that is far less likely to hit you unless you are being stupid.

I could make a witty comment about how this is Derpscovery, but I won't. Hidamari, you do have a point: Missiles follow you, Mortars don't. Missiles have a blast radius, Mortars should have one.
