Yup, what ursus said- as long as you don't have the line of "can engage X,Y,Z int their ZOI" (Such as Outcasts, Corsairs) you propably can't do it.
What you could do as a Feelancer Pirate (not sure) is to rgeister on the bounty board and if you meet your target just issue a demand like: Hello there dear victim, either you hand me 5 mil credits and i 'll forget that i saw you or else i will have to collect your head" ...or something like that
This issue i have put up with garret_jax. if we cant collect bounty without a line saying so Corsairs who collect bounties now cant. Union Corse " The only BH in Gallia " Can't. So this issue will be discussed by admins and i will be informed soon probably... so wait for it:P

Every factions can claim bounties as of .86.
It's the reason I was given when I asked why was the "Can collect bounties" line was removed from the Corse ID- not a single ID has the "Can claim bounties" line anymore.

Because -everybody- can.
You're mistaken. First, no house forces can claim bounties (they do it for free within their ZOI) and that applies to Corsairs et all too. Second, BH and freelancer still have that line, because they work across all of sirius and can engage for money (escorts or bounties). Pirates also operate in all of Sirius, however they are under their own engagement rules, and cannot claim bounties, as it would conflict with the other restrictions on their ID.
The IDs that have the line allowing them to claim bounties can, the rest cannot.
Simple as that. It is better that way.

But really, for example, would the LR rather let a pirate collect their bounties, -a pirate which is also hated by the law and he can't really backstab them as easily as a merc would-, or a mercenary who might collect their cash and use it against them some other day or something.
