Now my timing with them is usually good enough to avoid such things, but let's face it, CDs are fast, and will often hit you before you are outside the torpedo's blast range. I would really like it if such a design flaw was reversed, like it was with the Nova.
Has this been left alone intentionally to discourage torpedo usage? Or is this just an oversight that can be abused? And more importantly, will anyone care?

:( I'm sorry but i'm not agree with you, at least with one situation and it's this one:
Gladiator takes advantage of this situation, it lacks of firepower compared to other ships of the same class, but it can have Torpedo + CD, so it takes advantage of this situation:
A. You fire torpedo and then CD it when enemy is trying to evade it, maybe it not does all the damage but let's you choose when to explode it.
B. Even if enemy tries to CD you cause detects your strategy also there's a tactic, head to the enemy strafing keeping his shield down, the enemy will, maybe, do the same, just before pass him, turn your shileds up, launch torpedo and he/she or you (don't care who does) CD the torpedo, your shields will become down but your enemy will suffer some damage.
If, as your petition asks, the torpedos become not affected by CD ships tactics like gladiator will be affected i think.
