So I tried to use /survey with a Pirate Transport that has one of those installed. It didn't work and told me "Insufficient power to start module", what do?

Get a larger ship with a larger powercore?

Yeah, apparently that scanner is for fighters only and not for transports.

According to the %discodir%/EXE/FLHook_plugins/jump.cfg (jumpdrive and survey module config file for servers):
Hyperspace Survey Modules need a powercore of 100,000 to be activated, although they do not drain said energy.

AND according to FLStat, the smallest ship that fulfills the energy requirements is a gunboat class ship (400,000 powercore, smallest you can get that has enough power to survey, but not enough space for comfortable surveying).
