Is there a happy medium between denying docking rights, and causing the authorities to go red?
You mean deny docking? IMG/Hessians have that set. Reminds me to set that between IMG/Kruger, IMG/Daumann, Kruger/Daumann, Kruger/BMM and Daumann/BMM as well as the IDs state players of these factions can't dock on the other faction's bases. Makes sense to do this for all factions that may not dock on the bases of a specific other faction.

Advice isn't very good when patently false. Kishiro runs Kusari now, and are GMG partners. And the KNF/KSP do not hate GMG, they are indifferent. Only Samura and the FA hate them.
Anyway, the GMG-Samura rephack was the result of player roleplay from quite a long time ago and is no longer valid in the least. This needs fixed and removed.
Removed completely? Hm. Is the GMG and Samura ready to allow eachother's chars back on eachother's bases?

I doubt that Dab meant "removed completely". The part where Samura shoots at GMG players needs to be removed. The rephack itself just needs to be tweaked.
Put the Samura rep for GMG at -0.55 to deny docking. No more awkward "everything is turning red!" moments with Samura and Kusari NPCs.

Also, a little offtopic:
If i have understood it correclty GMG/Smaura are not "bloody enemies" but "bloody business competidors"
So i think GMG/Samura should not fight each other openly neither inside Kusari nor outside. (acording to the new politic situation at Kusari)
On the other side i think both should spend a "big" part of their income to "secretly" subcontract parties to sink competidor's economy, and with this i'm not thinking of put direct bounties on enemis heads but pay for cargo pirate enemy ships and even delivery the cargo to a desired destination (npc base / just destroy the cargo / player base)
So:
[Rep both to -0.55] + [affords from both parts to sink competidors economy withought being openly involved] = better interpretation of the complex relation GMG/Samura in my humble opinion. :)
PD: of course barking a little when they meet it's also nice :P

This is what I meant, yes. By remove, I was referring to the hostility setting.
