I have totally different proposition, that is actually, if I'm not mistaken, is JinX's proposal - it will reduce the amounts of "lolcaps", but will benefit people who're at least being accurate with them. Also, it will reduce amounts of "loldeaths" on server, be it fighter "fair duel" fight, where player ooRPly refuses help from another one even when losing, or capship diving into planet to avoid repairs.
Make all your equipment go to 1% (or to 5-10%) after death. Ofcourse, it should be applied to all ships, not just capital ships.
If you're worried that it will lead to constant powermining, etc, there's another possibility - chance of equipment loss on death (except for armor and BS scanner, also cloak % should be different, unrelated to that.).
Say, 15% for each gun, for shields, for scanners (except for BS one?) and thrusters (except for Cheetah?).
So basically, after each death on a capital ship, you'll have to go and visit your Guard system.
This, of course, will require quite significant rebalance of ships on the server, to make their combat efficiency comparable with the loss on death, and possible rebalance of gun costs (mortars cost more, but are, generally, less used then cerbs)
Yes, that also means buffing capital ships, because you'll have to pay at least 30-40 millions for each death, possibly more. This will still make flying a cap less rewarding for a newbie, because due to poor skill and resulting constant deaths, combined with zero cash on bank account he'll be forced to try something else as well.
Such change would also allow to implement different types of guns (cheaper and less effective, or very expensive and deadly)

P.S. System with "losing something on death", of course, has it's drawbacks in resulting player behavior. Thats why the loss still should be manageable and not extraordinary high (like some proposals with shiploss on death)
I see it more as a pricing rebalance.
Prices were always set assuming the investment was permanent. Once you bought something you had it forever. But if this is not true anymore, then prices for expensive equipment like Armours can be reduced a great deal.
5% chance of losing any given piece of equipment is a good value to set.
Lets say a VHF dies.
6 guns
1 CD
1 Thruster
1 CM
1 Armour
1 Shield
1 Mine
That is 13 slots, 5% chance (1 in 20) for each slot.
Chance of losing one item = 13/20 = 65%
Chance of losing two items = (13/20)^2 = 42%
Chance of losing three items = (13/20)^3 = 27%
Chance of losing four items = (13/20)^4 = 18%
Chance of losing five items = (13/20)^5 = 11%
Chance of losing ALL items = (13/20)^13 = 0.35%
As you can see, you would have a better than even chance of losing SOMETHING.
The occasional chance of losing a fair chunk of equipment - enough to force you to take some time and money to get the items replaced before you are combat ready.
A very, very slim chance of losing everything.
This is why i think that prices for equipment that is now expensive, needs to be reduced a lot before we can consider this idea.

No, not only no but hell no. Most transports cost more than most cruisers. Good traders can make a half billion a day solo, I know I did. Traders should fear death, because right now they just go nowai and would rather lose halfway through their route a load they bought for $500cpu selling for $3000cpu than pay two million. Traders should not have reasonable ground to not be afraid of a bomber, gunboat, or cruiser outside their cabin, and I say this as a powertrader.

I was talking about in RP. In RP, a transport should not cost as much as a cruiser. And increasing the penalties for having a capital ship destroyed will reflect this in-RP reality and thus discourage capital ship players from OORPly using their ships recklessly.

No, no it will not. It will encourage capital ships players to ONLY use their ships stupidly. Why fight a battleship when you can pirate traders? I've seen things like this and your idea will not bode well.

1) I think that atleast half of the unlawful factions should have cruisers and gunboats. Hijacked from lawfuls, given from allies or build on their own.
Factions like:
The Xenos. Why shouldnt they have one Liberty Dread or one Osiris acting as a flagship for for their official faction only?
Blood Dragons... Togo? Yes but only if there are 2-3 of them only for the ]bd[.
GC... not a chance!
Mollys... same as hessians they have the gold and the resources in lolbery for a cruiser, but not a battleship.

LWB, Unioners, Bundies and my favorite faction, the Red Hessians: The Rheinland Pirate Cruiser is a good light cruiser and should be available to all Rheinland Unlawfuls. Hessians dont give presents every day you know:P
Hessians are the core of the rheinland unlawful arsenal. They have O54 where they have their mining operations. Still I dont think it is enought for a BS, but i strongly support the Vidars and the Hels.
+They could have one hijacked Rheinland Battleship mabye? For the RHA or RF(or mabye both)
We were doing perfect in pewing RM with Vidars and Thors, but now wtih the Jorms it is even easier.

2) No unlawful faction should have a BS with only 2 exeptions:
The Corsaits and Outcasts. They should have a Light BS(or mabye a BC) like the Osiris or the Sarissa(If it is made smaller with 7 mil core). They are the only 2 unlawful organizations that have an access to Planets with accual resources(With exeption for Hessians that have plans for colonization of 2 planets)
The IMG have the resources, money, time and everything but still dont have a BS.

Yeah mabye in 500 A.S. , but now they have some of the strongest economies in-game.
They had the time, isolation and resources for their cruisers. I know the Order helped the Sairs for their caps, but who the hell helped the Casts?
