Yes, you could say that. Although in real life the weapon does not charge to a higher power. Ergo this physic is not about real life.

Phooey, I guess everything I learned in electronics was wrong.

The longer you charge a capacitor, the more charge builds up in it until it reaches its capacitance. You could drain the capacitor before it has reached capacitance for a greater rate of fire, or you could wait (i.e charge the capacitor longer) for a more powerful shot, but with a lower rate of fire.

Well, when I said negative I meant in regards to the higher power shot(100% pos) > lower power shot (1% neg)

And the context of capacity concerning energy weapons is free of electronic circuitry boards because the weapon and ship is EMP proof aka electromagnetic pulses do not effect the operation of the weapon or ship nor do they produce one.

Capacitor is a electronics term, which I wouldn't use because the only thing which deals with electricity is the duel wielded Omega cannon. Which is a cyan and white rotating tentacle homing electricity stream. And all energy projectiles like via Omega cannon has infinitely bright luminosities.

Actually yes, a secondary weapon called:

Officially in Descent 3: "Impact Mortar"

My definition:
"Single levitating moving bouncing fuse mortar (10)"

Single means there's only one materialization point for the weapon.
Levitating moving means the projectile can levitate and move, ergo artificial newtonian physics.
Bouncing means it has a built in front and rear mechanism which allows it to oscillate it's momentum polarity upon other surfaces.
Fuse means it has a lit timing cord running down detonating the device.
Mortar, basically meaning bomb.
(10) means that with the ship's energy supply it can materialize ten individual bombs under full energy reserves.
