Because that is against the rules.

Or...

Do you mean death by a pirate, after the trader has paid? Or was it just the dying part, not paying the pirate?

I doubt harder calculation of time prohibited to play instead of straight out 4 hours will make anything better.

Plus, there were already some rule changes which made atmosphere better, imho.

Perhaps reporting wrong doers would be easier than to adapt to new rules?

I think I haven't made myself clear. I believe what I proposed can be done via hook, not rules. If it isn't possible to hardcode, there is no point in such solution.

Blackvertigo1 I meant regular death by pirate and whole silent trading thing.

Safe Haven Pirate death penalty is not for trader, its for escorts and police, so killing pirate actually does something.
As for barge I think its not something in what day-to-day trading should be done in the first place
