As a regular trader, I must admit, this has been done on small scale a lot of times.
I've done a lot of small agreements in regards to cargo-deliveries of basic resources. We even done extremely large convoys of 5 traders and 5 Viper escorts, with resources for bases, ships, attacked stations/ships, hell we even towed a Battlestar home from Delta to tau-44.
Everything can be done if you can arrange the details, its not hard to start some sort of agreement on cargo. The problem lies within recieving payment, being aware of who actually has rights to carry that cargo for you... as you imagine the list goes on for some time.
It needs to be limited to a specific part of traders, be it faction-traders or indy-traders, they have to full-fill to certain terms, as blunt said, IFF/ID for example. The best way to arrange this, is to set time-slots for when the cargo can be delivered, to make sure there is always someone there to check/pay the transporter.

Hmm, the Golden Chrysanthemums are always in need of Luxury Goods and i'd be prepared to pay a premium for traders to bring it from Manhattan to Ainu Depot, and more if delivered to stations within the guard system.
