Mind that this is only "RP rules", you are of course allowed to fly your ship anywhere. Only when you start engagements outside of your ZoI (which for Outcasts I believe is 'limited' to Bretonia, Liberty, Kusari, Taus, Sigmas, Omicrons, northern Gallia) are you against the rules, but you can defend yourself.
