The Junker in question violated two server rules - Junker ID rule (restricts acts of piracy within house space) and PVP abuse rule (aggression after demand was fulfilled).
If you took screen shots with timestamps (use /time command) of the dialogue and actions, you may make a sanction report here in rules section.
