I don't think activity in Kusari is sub-par. Yes it is less than Liberty, but up until this Rheinland Bretonia fuss, all three houses were on pretty even standing activity wise.
Niobium miners have to pass through most of kusari to get to the main sales point. The route usually has pirate activity, just like any other house. I very rarely see Kusari navy though. I don't really see how adding more mining spots would boost activity, Kusari has good trade routes rather than mining.
Why raise activity in Kusari.
Have all of its factions unite under the glorious Emperor.
Then with 100% unity you finish that little war you've going on, to see your enemies driven before you and to hear the lamentations of their women, Conan-style. Or actually husbands, seeing as we're talking Kusari-Bretonia. And after that you just conquer more. And more. And again more more more more more. And once that's done we may add some Japan-power in there and we'll get to fight in space with giant morphing mechas, beamswords, Macross-esque missile spam, and all that other fancy stuff. Because it would be GLORIOUS AND AWESOME.

I believe he has already provided the sloution to this problem.
He has a thread around somewhere about it.
Not having mining points is one of kusari's core RPs. It's the reason for them invading Bretonia, to get their ore.
I think a higher gold ore sell point should be placed in Kusari, to encourage kusarians pillaging Bretonia and bringing it home.

Well hydrocarbons are part of the vanilla RP, H-Fuel would also fit right in as it is "already"happening.
But yeah Kusari don't mine heavy metals for sure.

Like I said earlier, any solution would require new mining zones to be put in.
That means a system update, which I do not believe the devs approve until a new mod version is released.
Like a lot of things, it all depends on the next release of Discovery...
