reduced by whom? the ones playing there or rather the ones only looking at it from the outside? Sure, most of those factions aren't playing out all sides of their RP, but that usually isn't their fault.
How's the AFA supposed to hit Synth Foods when there is no SF around? Haven't seen someone with that ID for over a year, maybe even two.
Also, both KNF and especially KSP will help against Hogosha/Farmer if they are available. And just because they tell you they don't have time right now, doesn't mean they are ignoring you in favour of the Hog/FA, they might actually be telling the truth and be busy.
As for the BD: how does it reduced them to mere pirates if I propose an opportunity to hit their arch enemy right at their doorstep? That's like saying Mollys are mere pirates because they go after BMM.
Also, the law defines the lawfuls. And IC? Both keiretsu are more lawful than them, at least by Kusari law. But that's probably part of the complexity you are missing.

Forgive me, but when (ingame, don't know about forums) the lawfuls are openly allied with pirates, they're really not all that lawful. They might be navy, they might be police, but if they're aiding and assisting in piracy, they're far from lawful.
If we go by the "they're going by their own laws" argument, well, even Lane Hackers and Liberty Rogues have codes of conduct. Blood Dragons are the MOST lawful faction in Kusari, perhaps all of Sirius, by that logic.

Actually, indie KNF in my experience have frequently been told to "ignore" the Hogosha, and not to be "difficult" around them.

not being difficult I would understand as not watching everyone of their steps. Which is quite logical seeing that the KNFs priority are outer threats. The KSP however is told by Tokyo only to act on Hogosha if caught red-handed, at least according to a rumour on Akita (or maybe Osaka). The question is whether that got across properly or not.
Actively assisting in piracy, as mentioned before, does neither of them. They can't just sit by and watch the trader getting pirated. If they did, the trader maybe was carrying restricted cargo or flying the wrong ship (bretonian ships are illegal in Kusari).

If there's no other excuse as to why the trader in question should be the bad guy, then they really should help him out. I have to admit though that I've never been in that situation in any other position than the one of the KNF officer. As Samura I have to watch out for the dragons instead, and while on my Farmer I usually bugger out on my own as soon as the law enforcement shows up on scanners.
Might wanna address that with the official KNF though (if it was one of their members) if it's not too far outdated yet.

We all have heard of these kind of incidents, it's well know to everyone that the [KNF] and [KSP] always assist Hogosha and Farmers in piracy, they shoot Gaijins for the fun of it. Of course, there is never evidence provided of such things, but who needs evidence? Prejudices and isolated situations are always the best choise to evaluate and define how a faction normally acts.
I won't tell you how to be a successful trader in kusari, that's something all the traders should figure out by themselves. I've traded in kusari with my Universal ID'd Train without anyone knowing it was me, and all the lawful forces always helped me to pass throught safely.
