In answer to your question, I have two reasons. One, the lack of BW ships on Zoner bases has been a hot topic for a long time. The last topic about them was quite a long time ago, in which everyone on the thread agreed they should be placed on Zoner bases.

After such a long time, and no input from admins or devs, I thought the question was useful, non damaging information. The lack of BW ships on Zoner bases seems to conflict with RP, and I'm sure a large number of people would love to hear whether or not this situation was going to be remedied in this manner.

Could everyone have waited till the update? Sure. Does knowing the decision now hurt anyone? No, it doesn't, and seeing as how far off 4.86 still seems to be, it's completely understandable for your community to want answers about certain aspects of an update that was promised to be completed a very long time ago.

Second, I also play on Discovery USA, and depending on the outcome of BW ship placement, certain RP rules may be altered or remained the same, so the information was moderately relevent to players there.

By the way, we keep in pretty close touch with the USA admins, if they think there is a rule issue, I am sure they will bring it up with us.

It's a new discussion. Started yesterday if I recall correctly. Zero and I discussed the matter heavily, and the best idea thus far seems to be setting the RoS ships here (assuming they are going to be in 4.86) as the Outcast shipline, seeing as there is no RoS on DUSA of course and the ships would sit otherwise, and making the BW line (generally) a civilian line.

I can't find where in the rules it says they can't. Where are you getting this?

The developers have their own forum and their own rules to live by. One is that they cannot divulge details about the next update unless the head developers allow it. At least that is what I've been told.
