You're telling me it's ooRP for allied factions to share technology? I'm not gonna argue the rule in place, but I'm sorry, there's nothing ooRP with allies sharing technology.

In the absence of a faction, obviously all manner of people will be inconvenienced, so I imagine it's only a matter of time before someone makes a Molly faction to handle this important job. It's so important that clearly all other Molly priorities will have to be forgotten about.
In short, the requirements are the same - ie faction permission. In the absence of a faction, our thinking on who controls technology may need to be reconsidered. For now, consider those boxes red.

Also: anyone with proof of people cheating to keep activity up should post evidence or stop with the vague accusations. It's starting to sound paranoid.

This is not at odds with my statement.
If a faction vanishes, its previous agreements (forum established fiction) and cell status (self governance) stand. That at least is what I think DL meant.
So there are no Mollies, but their tech is white for you. So any agreements they made before remain. New agreements are impossible until the faction slot is filled. Call it a period of restructuring if you want. I imagine it would be hard to re-establish a faction if people could access its technology on other IDs without asking anyone.
So, Mollies
Check previous agreements made by the faction, they will stand
Ships (the ones explicitly stated as being LR/Molly) - LR for now
Guns (the ones explicitly called Molly) - red cell for everyone unless you are a Molly.

Doesnt make a lot of sense. If the faction is gone and no new one is going to pop up anytime soon people have no chance to acquire the equipment of said faction.

This wouldnt be hard at all as well as the faction is in no way responsible for people flying around with their tech. Its the players responsibility to make sure that he is not breaking any rules, for example while using technology he shouldnt use.
I would interpret Dusty's green text as "If there isnt an official faction you can ask, we go back to the time before the tech chart and a little forum RP saying how you got the tech is enough" Again something that wouldnt make it harder for new official factions, because they do not have to accept the roleplay behind it. But Im not Admin thus my interpretation isnt important.
