You cannot stop the raids. You simply cant. Its canon, so even if the official faction KNOWS its a gank you cant order them to keep it fair. You cant even try and channel the flood by trying to make the numbers more balanced; you just get ignored or called a coward. Anyone who has been in Alpha the past year or so knows how much it has gone downhill. Oddly enough, that spiral downward coincided when the 101st was warned if we shot our own ID's down, no matter how idiotic they are acting, that we could be sanctioned. So what do we do? Trying to talk sense to people is to spit into the hurricane. You MAY get one in ten to listen and thats on a good day. Cant threaten them with FR5; they are following canon. So long as they 'engagin' legal enemies, there is not a damn thing we can do except try and explain to the flood of angry PM's that we simply cant do anything about it. I have tried and TRIED to educate new people I see, answer any questions relating to rules or lore but its a losing battle. With no way to keep order, most have given up. The same thing happened in Gamma if I remember correctly; the official factions moved elsewhere. Either give us the ability to crack the whip or live with it.

Something to consider:
The capitals of the Houses are not their most secure systems. They are mostly riddled with pirates.
If Gamma and Alpha suddenly became INSANELY difficult to get close to, activity in both of those systems would drop to probably nothing.
Why?
Who would go there?
Corsair/Outcast enemies couldn't reach there, so why would the Corsairs or Outcasts hang out there?
Activity is driven by conflict.
Guard systems are an example of how not to do things.
If you make a system too hard to get to, no one will be in it. All those 'lulwut' indies will simply move to the system closer to their enemies, leaving the beautiful capitals of the Outcasts and Corsairs empty and dead.
Choose.
Do you want a completely secure system with no enemy raids (Unless they are OMFG INVASION sized) reaching the main planet, and thus no reason for anyone to be there?
Or do you want a not so secure system with enemy raids reaching the main planet, driving some activity in the system?
There is always the less drastic option of having some defenses around Crete and Malta. Letting Alpha and Gamma still be busy and raided whilst ensuring no base raping.
Someone already mentioned a good fix in this thread. Add cap patrols to both systems.
Even with cap patrols you aren't going to stop the so called ooRP raids you are raging about. LoLWuts will be LoLWuts regardless of the obstacles you put in their way. They've always found ways around them, they are a crafty bunch.
All the house militaries aren't 100% safe in their own capital system. They have to deal with a wide assortment of issues. What you are suggesting is making Alpha and Gamma 100% safe........why do the 'Casts and 'Sairs deserve that? It is space, nothing is 100% safe.
Your suggested fix is only putting a band-aid on the larger problem. That is the mind set of the players. When a Hessian logs in and wants to kill some Corsairs, where does he find them now days? Sitting in Gamma. So he goes there. If the Corsairs were sitting in Theta or 41, he would go there instead. Same applies to the Outcasts.
If you don't want people raiding your capital system so much, quit sitting in them so much. Get out of them and people won't frequent them so much. Cept the LoLWuts, that is.

It make plenty of sense for the OC and 'sairs, given current territory, system connections, and military power, to show up in each others' home systems.
The OC and Sairs are not, contrary to popular myth, houses. They are mini-houses. They do not have the same naval power as a house. Squads from each group are undoubtedly going to make it into the home system of the other.
platforms? its easiest to put a lot of bomber NPC and GB like patrols...(example home system of SCRA, or galia recently, before cannon makes a change in that meter. no need for platforms, did anyone see a raid in to omega 52? :Di dont think so so a lot of bombers and a lot of snac power and gb off course and we never have a raids anymore in a home system.

While powerful families exist on both sides, families aren't real alternative for military. To run an Osiris or a Sarissa, you need crew of qualified engineers, to start with. Then you need organised rank structure for people aboard, something none of those pocess.

It's amusing how people with Corsair and Outcast characters here support a totally absurd idea for the only reason of hoping that their capital ship patrols and platforms would be more powerful and more effective. We all know that those stationary and NPC capital ships got some super effective frustration guns that hit harder than a Razor, right?
On a side note, why do we need Osiris patrols in a system where everyone and his mother got a Solarizer and his father got another one with the assault weapons?
Well, as somebody else already said, stop sitting in Gamma if you want to be killed elsewhere. Oh and by the way, you, sairs, are basically enemy of everyone, why do you even go sairs if you don't like to shoot everyone? Oh and you've got best battleship ingame, and legate is quite nice too, so... what's the problem?
As for casts, they've got sabres and infernoes. And anyway, what's the problem, i kinda didn't get it? Isn't killing people and then dying with glory, like true spartans, fun? Raid gamma every day.
