Perhaps, in the systems behind gamma, you could add some sort of infrastructure?
A mining complex or something?
Back behind the Corsair's forward bases, to show that they aren't poor, and have a huge infrastructure, they just have a horrible time producing organics?
actually, the corsairs show a stronger presence in the surrounding systems than the outcasts.
there are heavy corsair patrols in delta ( osiris, titan - and not really few ), there are frequent titan patrols in omega-47 aswell as omega-49 ( since they were hired to protect the zoners gran canaria from bretonian invasion plans ), they are keeping the balance in omega 41 - but only with light patrols.
well, in kappa, they rarely appear, i see more BHG patrols. - in the end its very random. i think the server just chooses from the various patrols that can pop up : nomad, BHG or corsair.
i m not too sure if the outcasts show up so often. ( meaning patrols, not the little raid groups hacking lanes )
And outcasts wouldn't loose anything, they would even maybe get more jump holes to go to.
Example, JH from Beta to Tohoku, or something.
And Corsairs would be able to attack from 2 sides, Delta > Unknown > Tohoku > Beta.

I have never seen a Osiris patrol in Omegas, if you think on that?
Outcasts presence in surrounding systems is big too.
Look at the Taus, for example.
Tau-23 and 37 are full of Outcast NPC's.
Much more then BH and IMG (and IMG should have biggest patrols in that area).

I would have liked a base in the new system eta for the Corsairs, would have been cool if we had a base at the opposite side of the mine field, theres already lots of Corsair NPC patrols.
Or add a Gamma JH in Eta?
That would make things interesting, Eta would become a battlefield, instead the old Theta:)

A Corsair base in Eta wouldn't make sense.
There is a news article about Zoners not allowing the Corsairs to station a fleet in Theta... why would they have a base on the other side of Theta from their home?
Theta is supposed to be the 'neutral ground' between the Outcasts and the Corsairs. Making a Corsair base in Eta would make no sense, same with a JH. Also, okay Outcasts are all over the Taus. And Corsairs are all over the Omegas, and the Omicrons. The only exception is Omicron Alpha and Beta. But they are in Theta, Gamma, Kappa, and Delta (4). Not to mention FIVE of the Omegas, to Outcast's 3 Omicron systems and 4 Taus. And the Corsairs get two of the 3 Sigmas, and the 3rd has both Outcasts and Corsairs. Not counting any guard systems in here. Thats 11.5 (.5 = Sig-13) to 7.5 systems. Corsairs definitely have an advantage of territory over the Outcasts, they don't need any more.
Also, Outcasts are MUCH bigger than the IMG. IMG isn't supposed to have bigger patrols. By their own news, they are having a very hard time simply keeping them away from Falkland, and thats on of their main bases.
JH from Beta to Tohoku.. Do you even THINK of balance when you say these things? Also, you want Corsairs to be able to attack from two sides? So Corsairs get to, but Outcasts don't? Balance be the word here, the word your lacking.
And Osiris patrols in Omega.. There would be no sense to that. All the asteroids would make them utterly and completely worthless. And the Corsairs have their second biggest enemy in Delta, the Nomads.
BTW, might I add that Taus are NOT surrounding systems.. The only ways from Taus to Gamma is through Alpha, or if you want to go from Taus to Bretonia, to Omegas and from there to Gamma..
You can't take one part of Sirius (Taus for example) and say "Oh hey, Outcasts have this much power there, so we should have that much power everywhere, and advantages like more ways into Alpha." Sorry bud, balance is what we focus on in this mod.
Balance is important, yes, but I'd hazard a guess that, militarily (not financially), Corsairs have the advantage in the war. That is why the Outcasts put up a defensive minefield... they are on the backfoot, the barbaric Corsairs on the doorstep.
You don't have to fully balance Outcasts and Corsairs so that they have even power.
Why would a Tohoku JH break the balance?

So Corsairs have to go trough Theta (Zoners don't allow cap ships, ya should now that) to attack Alpha?
And the same from the other side, Outcasts have to bring their caps in Theta if they are to attack Gamma.
Why is then a Gamma JH in Eta a bad idea?
I'm not asking for a Corsair base in Eta, but JH to Gamma would make sense.
So Theta doesn't become a battlefield again.

Tohoku JH will unbalance things cause it will open door for even more unbalanced trade routes. I already had to nerf Ruiz in terms of trading. Will go even further with such politics.
About Eta-Gamma, it's not a good idea as well. The systems are located in a way that a path between them will overlap 8 other paths (look at the map), and nearly overlap a number of systems. Besides, the logic behind the Eta creation was that path between Alpha and Theta was illogically long. You see what I mean?
