I have to disagree, we had Mercs LONG before we had this Council deal. They were created to fill the void of Renegades making credits by also killing, something the Renegades are notorious for: Killing and taking everything.
Until recently our Pirate and Mercs had all the same tech, but now that the deal with the Council has come up, there is a conflict with our IDs. It is then only logical to allow Role Play to continue by taking away a restriction that really is unnecessary. If generic Mercs can have it, why not generic Pirates? They are ALL Renegades, a group of unlawful scum, they each have their different habits and ways of making money.
In Role Play all the Renegades are the same, our ID's OORPly decides what different ones do (smuggle, pirate, merc). But inRP they're just a group of bad guys making money however they can. All of em have the same enemies, the same allies, the same leader. Why would they not all have the same tech? It's not like Renegade Mercs never see Renegade Pirates.
Learn the rules first. No really, you should learn the rules, as you are rule enforcer.
Though it bugs me, will you abide this rule / these guidelines:

They have shown dedication and will to be what they are.
At least they are genuine and are reaching aims through roleplay, unlike some other groups.
