Thing is, the slide towards war was pretty much inevitable at that point anyway. Spain was a leading Catholic power, and England was actively financing and sending troops to Protestant rebels in the Netherlands. That and the fact that Elizabeth pinched a full load of Spanish silver bullion after their convoy pulled in to an English port (which incidentally, was supposed to pay the Spanish mercenaries in fighting across the Channel).
Privateers didn't help, but they didn't really cause anything that wasn't already happening. Besides, it wasn't even English privateers doing the pillaging before hostilities became official. It was a group called the Dutch Sea Beggars (the first ever recorded privateers) who were attempting to cripple the Spanish war effort in the Netherlands. They based out of Portsmouth for a while, but were eventually thrown out.
Ida thought the privateers would be friendly to the Ronin and attacking Galliac miners in the taus surely? I mean its not like the Ronin will have many transports to pirate will they?

Honestly, I have no idea where it was said they would be open. I presume it stemmed from Zelot pulling the "closed faction" stunt in a public thread without verifying it, then getting a "¬_¬" look from the rest of the team when he went to get it officialised. Who knows?
In any case, how privateers react would depend entirely on the individual. On one hand, they're assisting Bretonia against the GRN. On the other hand, Kogen's Krew (see what I did there?) - as in, the Emperor, Shogun and a good portion of the old KNF HC are all shacked up there. Vis-a-vie, the same posse responsible for the entire war.

Not just Kogen's Krew (I like that) who is in dire straights. Bretonia is in a pretty bad way themselves.
