Yeah, being the last legal pirates was fun, but had to end (well there are still the indy miners :)). But what I really miss from the ID is demanding contraband. I can't even help the new system work it seems.
And as the guard ID is gone, I have to sell my Ryujiin. Slapping a Kishiro ID wouldn't really cut it. But yeah, 5K smugglers had to go in order to boost the smuggling prices.

They were pirates who could ally with lawfuls and dock on their bases. Pirates don't normally do that. Besides, there's been a change in Kusari's RP, and Hogosha does not have the power it once had.

Rogues, Hackers, and Angry Farmers all remain unlawful. Hogosha were always supposed to be that mafia-like faction which tried to act lawful, but had a lot of underhanded illegal dealings. Instead, they were more often openly played as pirates. Now they can only do that outside the borders of Kusari.
The Junkers and Unione Course are much the same: They pretend to be lawful, but do all sorts of illegal stuff when no one's looking. Junkers can no longer pirate within ANY House space, and Unione Course can only do so outside of Gallia (was it ever decided whether or not they'd be able to pirate in the Gallic Border Worlds?).
Some of these changes don't reflect the actions of NPCs or the rumors and infocards, but they were changed for balance reasons. No one's allowed to pirate freely and then go right down the tradelane and dock on a lawful base. Semi-lawfuls got nerfed because they were abused.
