I think that allied ships should be usable without much if any issue. If it's just an allied ship but factional weapons, I think 100% should work for most cases. For weapons, I think the growth in penalty should be less - using 1 or 2 guns should have similar penalties and not be too much. 3 or more should get progressively higher and at a faster rate. With some random numbers like (.98^(x-1))*(.88^(x-3)) for allied tech, with white cells at 7/8s that or something of the sort.

Overall, with the above in mind...
green: 8/8 modifier
white: 7/8 modifier
red: 5/8 modifier

I completely disapprove new system, it requires individual balancing, as for me. Otherwise it's just about making guns useless, leaving people unmotivated to mix up different tech. For start, you may say it's good, everyone should fly their own ships, but people want diversity, it's freelancer, after all - game about unaffiliated mercenaries at start? ;D

But if individual balancing for special cases for this is possible (unlikely, since I understand how bothered admins would be), wouldn't be bad to put at 60/80/100 red/white (purple)/green

Green: 0%
White: 90%
Red: 50-75% (depends; Xeno uses eagles, their guns wouldnt be less compatible with any other eagle just because a merc flies it. The ships are essentially the same, if not the eagles the Xeno use should have their infocard edited to reflect changes done to optimize them for Xeno tech)

Although red cells should be 60% or 70% hm? Would be more better I guess. Better than insane 0%

Green celled should of course be at 100% effectiveness.

However. Depends on the combinations, rather than the cell, in my opinion. So a LN Osiris (since it WAS A LN made ship and I doubt they left all of the blueprint copies in the glove compartment) should, in my mind, suffer no nerf. While a LN Turtle should suffer a major nerf, close to what red celled nerfs are now. Etc.

Green cells could be around 90-95%, in my opinion. The weapons from allied factions would match, but not fully. That should be ok, in my opinion. For white cells the energy output should vary from 75% to 85% (more leaning to 85%). That would make white-celled guns actually useful (not as useful as pure tech though). For red cells I assume that 50-75% energy output would be a fair number. It still allows some variety, yet 50%-nerf seems to be enough to deal with OP tech mixes. I think it'd be better than the current 10% energy output.
